		<description><![CDATA[The Republican base is divided on immigration, and the plan Obama has adopted is very similar to that proposed by Marco Rubio.  How in the world does his adoption of a Rubio-like plan solidify the GOP base?  I would argue quite the opposite -- that it divides the base.  

As for the divide and conquer strategy you&#039;re suggesting in regards to poverty-level urban jobs, we don&#039;t focus on that for a reason.  It&#039;s largely irrelevant which demographic group holds them, and we focus instead on helping out anyone in that position.  Thus we push for increases in the minimum wage, worker protections, and collective bargaining rights for all workers, worrying a lot less than you seem to about the color of their skin.]]></description>

My comment is in relation to your first sentence of 2nd para, that said,&quot;Key to immigration reform is controlling inflows from the border.&quot; In my view, border security is an easy way to frame the immigration debate because of its visual impact.
But it is the wrong focus.  For America (and Australia), successful immigration reform must mean more immigration, of both skilled and unskilled people, and for that to happen, and to defuse the immigration debate, policy makers must have a strong economy and employment prospect.
