The title &quot;commander-in-chief&quot; should be expressed as &quot;Commander in Chief of the Armed Forces,&quot; and is under the US Constitution the President.  In other words, he has absolutely no edge in understanding or analyzing anything that the President himself wouldn&#039;t have.]]></description>
