If your goal is to improve the likelihood that kids from disadvantaged backgrounds can get ahead, growth by itself isn’t enough. You have to worry about how that growth is shared, and how much of it is used to promote the mobility of those facing a tough go from the starting line. And on that last measure, Rep Ryan is very bad news indeed.
